MPNP Process and Policies

The Manitoba Provincial Nominee Program (MPNP) selects candidates for Manitoba immigration based on the province’s specific economic needs.

Those streams are:

Skilled Worker in Manitoba Stream

The MPNP for Skilled Workers in Manitoba nominates applicants who have a strong connection to the province through ongoing employment and sufficient skills, education and training, work experience and official language proficiency to make an immediate and ongoing contribution to the Manitoba economy and the community at large.

Ongoing Manitoba employment is a way for skilled workers to demonstrate they have the connection to Manitoba required to be eligible to apply to the MPNP for Skilled Workers in Manitoba.

The MPNP for Skilled Workers in Manitoba empowers you to take charge of your proven success finding employment in Manitoba.

Unlike the other connections to Manitoba in the MPNP, Skilled Workers in Manitoba are not subject to a points-based assessment.

The employer must be incorporated or registered by or under an act of the legislature of a province or the Parliament of Canada and operating as a business that has an established production capability, plant or place of business in Manitoba.

Your employer must demonstrate to the satisfaction of the MPNP that they are an established business with an ability to offer you full-time and long-term employment in Manitoba.

Any periods of self-employment, unauthorized work, or periods of employment during which you were engaged in full-time study (ex: work experience gained on a co-op permit) will not be included when calculating the period of qualifying work experience in Manitoba.

Self-employed individuals, business owners, owner-operators and individuals providing services as independent contractors to the business supporting their application are not eligible to apply as Skilled Workers in Manitoba and any work experience in Manitoba gained in those capacities will not be considered when calculating the qualifying period of work in the province.

Requirements for International Students from other provinces: If you graduated from a post-secondary program in another Canadian province and want to apply to the MPNP for Skilled Workers under this category because you’ve been offered a job in Manitoba, to be eligible you must first have been working for that Manitoba employer for at least one year.

International students who lost or want to change employment must inform the MPNP. Each case will be reviewed and given consideration. There are no set rules or guidelines as there may be a number of reasons that an international student may lose or need to change employment. It is best to contact the MPNP to discuss your situation to determine the best course of action.

Business Investor Stream

The Business Investor Stream (BIS) allows Manitoba to recruit and nominate qualified business investors and entrepreneurs from around the world who have the intent and ability to start or purchase businesses in Manitoba.

There are two pathways:

The Entrepreneur Pathway

The renewed Entrepreneur Pathway replaces the previous MPNP-B stream. It allows Manitoba to recruit and nominate qualified business people from around the world who have the intent and ability to move to Manitoba and establish, purchase a business or become partners in an existing business within the

Farm Investor Pathway

The renewed Farm Investor Pathway (FIP) replaces the previous Farm Strategic Recruitment Initiative. The Pathway is for individuals with proven farm business experience, sufficient available capital to invest, and who intend to establish and operate a farm operation in rural Manitoba.

It is expected that successful applicants of the FIP will establish a farm business in rural Manitoba producing primary products that is consistent with the province’s current farm industry. The type of operation and investment must correlate with Provincial statistics and be relevant to Manitoba’s farm industry. Agri-business operations not producing primary products may qualify under the Entrepreneur Pathway.
